Update regarding Police Services with Argyle

Harvest Residents who are serviced by the Belmont Freshwater Supply District No. 2,
On January 14, 2026 the Belmont Fresh Water Supply District No. 2 (District) Board of Supervisors met for our monthly meeting to discuss the Town of Argyle’s recent proposal regarding police services for the District. We have approximately 1,400 households that comprise our District.
Belmont FWSD No. 1 is serviced by the Northlake Police Department and therefore does not fall into our geographic coverage area for purposes of this proposal.
By way of background, the Argyle Town Council has approved plans to build a new police facility and municipal complex. This decision is a part of the overall masterplan for Argyle. As a part of this plan, the Town Council retained the services of consulting firm, Vail and Park, P.C. Audit Advisory firm, to prepare a cost allocation of law enforcement services to the District.
Using the calculations from this report, the Town submitted a proposal to the District to modify the District’s current residential police services agreement. Should the Town’s proposal be adopted, it would increase the cost of community policing from the current annual rate of $228.98 per household to $1,790.45 per household beginning at the end of the current contract (April 30, 2027) and would commit the District to a noncancellable 30-year service agreement.
The proposal:
(1) increases the cost of police services per household by over 700%, and;
(2) asks the residents of the District to share in the cost of construction of the new building complex alongside the Town’s taxpayers, while having no vote with respect to the Town’s leadership or financial decisions.
The Town has already secured the land and is ready to move forward with the next phase, which is to secure 30-year financing. As a result, the Town has requested an immediate response from the District, and, if the District does not accept the proposal, the Town has indicated that it intends to terminate the current police services agreement within the coming months.
Over the course of the last two Board meetings, we have experienced an outpouring of residents that have attended the board meetings to voice concerns, make inquiries, and provide the Board with constructive feedback. We are grateful for your active participation and have listened to our residents and consulted with the District’s legal counsel and financial team. As a result, the Board has determined that it would not be in the best financial interest of the District’s residents to agree to the Town of Argyle’s
proposal to enter into a 30-year contract or increase the per-household charges to $1,790.45, which would result in a significant tax increase to our residents. We have since informed the Town’s leadership of our decision.
The current contract with the Town of Argyle is set to expire in April 30, 2027, if not terminated earlier by the Town, and the Board is currently in talks with the Town of Argyle to determine the best way forward.
We remain committed to the safety of the community and are actively reviewing police service alternatives. The Argyle Police Department will continue to patrol the community while negotiations are underway and, even in the event of contract termination, please be assured that emergency calls within the District will be responded to by the County, the Town, or other nearby jurisdictions.
